Special Education Process: The Philippine Experience

There are three phases in the Special Education Process which we can think of and these are:
  • Phase I: Sensing the Special Child
  • Phase II: Diagnosis
  • Phase III: Intervention
In Phase I where sensing the special child begins, the persons involved are the parents, family members, caregivers, teachers, family doctor or pediatrician. It is also in this phase where an initial assessment is given, usually an informal one. Teachers, guidance counsellor, family doctor or pediatrician does this depending on the availability of the family resources.

In the second phase, the diagnosis stage, the following happens:

  • Identifying special needs
  • Referring to a multidisciplinary team (too humongous of a term!)
  • Consolidating diagnoses
Persons involved could be:
  • Developmental Pediatrician
  • Child Neurologist
  • Opthalmologist
  • Otologist
  • Physiatrist
  • Psychologists (Neuropsychologist, Psycho-Educational Specialist, School Psychologist)
  • Area Specialists (Play Therapist, Speech Therapist, Reading Specialist, Occupational Therapist)
  • Parents
  • Caregivers
 For the Intervention stage, formulation of the Individualized Intervention Program (IIP) takes place with consultation and meetings with the practitioners involved in the diagnosis of the child. The parents and the child remain to be the center of the process. It is important that the Implementation of the IIP will be closely Monitored and Re-formulation of IIP will be scheduled at least in a given space of time.

Persons involved in the formulation of IIP are:
  • Case Consultant
  • Area Specialist
  • Special Ed Teacher
  • School Administrator
  • Parents/Caregiver
  • Psychologist
  • School Teacher
  • Physiatrist
While the persons involved in the monitoring and re-evaluation of IIP are:
  • Case Consultant
  • Area Specialist
  • School Teacher
  • Special Ed Teacher
  • Parents
  • Psychologist
The stages and phases stated above may vary but will not deviate from the general structure. It is a very common practice among the special needs teachers here in the Philippines to ask for diagnosis papers from the parents upon inquiry for school enrollment.
